They are part of the mothballed National Defense Reserve Fleet. Most of them are scheduled to be scrapped within the next few years. Meanwhile they are leaking tons of toxic materials into the Bay. I took this shot out the window as we crossed the bridge.

Whata shot! They look like they are all huddled together for protection from some unknown enemy. Water and fog - surreal!
